Joe Camel Flip Top Cigarette Lighter - never lit

Beautiful 1997 Joe Camel Flip Top Cigarette Lighter  (marked - 1997 RJRTC)
NOTE - I know this is not the "Cool Joe Camel" character from the Joe camel store  but the Camel's name has always been "Joe"
Never lit but with an issue. The wheel is stuck. I took out the flint tube screw thinking the flint might be jammed but found no sign of a flint. Selling AS IS for repair or as a collectable.
measures 1 5/8" high and 1 1/2" wide.
Listed as used because it is from an estate but the photo of the wick shows it was never lit.
Condition, other than the issue described above the lighter is in mint, never used condition.
